22nd January 2026, at the Audit Service Sierra Leone Board Room. CSO’s engage on audit and public finance and service delivery of which Network AID Africa were among the engaged by the Audit Service Sierra Leone leadership on the Auditor’s General Annual Reports (processes, procedures, findings, recommendations, actions and next steps) with a notion of stronger ties between the Audit Service and CSO’s on the audit report.
Mr. Abdul Aziz - Auditor General of the Supreme Audit Institution in Sierra Leone states the constitutional role enshrine in Section 119 Constituion of Sierra Leone mandated the Auditor General to audit all government institutions and any other entities that receive money for and on behalf of the people of Sierra Leone, the Audit Service Act 2014, the Audit Service Amendment Act 2023, and the Public Financial Management Act 2016. He highlighted the in-roads audit service has done and continue to do-such as the publication of the annual reports table in parliament; performance audit; MOU’s signed with other institutions, the audit service regulations 2024, the service delivery based-audit approach, the people’s engagement through CSOs and media in identifying audit priority institutions among others, the audit service from 3 is now auditing 12 of world bank projects, similar increase for GAVI and IFAD Abijan.
The Auditor General’s encouraged CSOs to go beyond the cash loss and focus of the service delivery. What is the impact of our work? He asked. The impact is when the report is debated and the Public Account Committee produces a report. He expressed frustration of receipts showing up in parliament after the lengthy engagements with MDA’s.
The Deputy Auditor General – Morie Lansana talk through the initial process of the audit till the final stage of including MDA’s findings and recommendations into the Auditor General Annual Report presented to Parliament in December each year. The Auditor General has 9 months to submit report.
Audit Service has more than 10,000 auditing institutions to audit, the capacity is not enough to audit all which we are ready to do, however we rank the institutions based on public interest, budgetary allocations, government interest and time line.
It was revealed that No minister has never submitted a single report to parliament by the Ministry of Local Council. No performance audit been debated in parliament.
At the end of the engagement CSO’s and media institutions reaffirm their commitment to continue working closely with the Audit Service Sierra Leone in following up with respective MDA’s on audit recommendations and service delivery. It is requested that the Audit Service Sierra Leone include CSO’s in the initial audit processes of auditing MDA's.
